Revive the experiment that inlines via
gtSplitTreeinstead of relying on the importer to make all inlinable calls top most and then propagatingGT_RET_EXPRaround.I don't plan to merge this as is, just looking at diffs and CI status. This change is something we might build other inliner changes on top of.
