Add social proposal example link to rules.mdx item 12

New users have no reference point for what a "Social Proposal" looks like when reading the Amendments section of the Working Group Rules.

Changes

• Creates src/pages/dao/wg/rules.mdx with the full ENS DAO Working Group Rules
• Updates item 12.1 to link directly to EP4.8 as a concrete social proposal example — EP4.8 is itself an amendment to these rules, making it a self-referential and maximally relevant example

Before:

After:
