@vgulati-apphelix: I didn't quite understand your update and that you had all these changes as PRs. I'm going to stop reviewing on this one (for now), but you probably do not need to create a spreadsheet for the edx org changes.

I believe you'll want the email address to be for JSM instead, and possibly to include upgrade-python-requirements as scope. Would you want to test a change like this in JSM before rolling out further?
