Docs-only PR: adds a new CLAUDE.md with agent notes migrated from the dobby memory repo. Factual claims were verified against the codebase (manifest v3, CI runs typecheck+build not test, tsconfig src-only, x-postguard header, signPrefills, conflux external, esbuild console.log strip, pg-js 2.0.0 sender attributes) — all accurate. Conventional-commit title matches the repo's pr-title workflow. One non-blocking cleanup note below; nothing that should block merge.

Drop the leading blank line and orphaned `---` rule and promote the empty "Agent notes" section header to the document title so Overview reads as its first section, instead of two stacked empty headers. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

Rules Dobby 2 sign-off — docs-only PR (new CLAUDE.md, migrated agent notes).
Rule sweep (docs-relevant rules only): conventional-commit PR title valid (docs:, pr-title.yml present); prose clean against writing-rules (sentence-case headings, no banned vocabulary, no thematic-break/emoji-bullet tells); content accuracy previously verified. The one prior cosmetic nit (orphaned --- + stacked empty headers) was fixed in 5e5e7d6. Review Dobby 2 delta is clean — no findings. Approving.

CLAUDE.mdwith agent notes migrated from the private dobby memory repo (encryption4all/dobby, formerlyrepos/<this-repo>/), verified against the current state of the code before migration.Going forward this file is the single home for durable repo knowledge: dobby updates it in the same PR whenever it learns something worth keeping.
