This will almost always wait longer than it needs to on a fresh-synced CL. That's OK. Actually getting time stamp data to calculate the exact epoch switchover is overkill for this case. |

Putting this into draft for status-im/nimbus-eth1#4015 It can be reviewed with Dockerfile.source, which is the default in this PR. Dockerfile.binary after they merge 4015 and there is an image. |

What I did
Support the Nimbus verified proxy, useful for users that run SSV or RocketPool or Nodeset and want to expire more than pre-merge history
Requires status-im/nimbus-eth1#4000 to be in before this PR can be merged
