Reject registration attempts using commitments that were previously revoked via the slashing mechanism. This prevents re-use of a compromised identity whose NSK was exposed through strike accumulation.
- Add GitHub Actions CI workflow (.github/workflows/ci.yml) running check, test, and fmt - Add unit tests for process_register verifying revoked and duplicate commitment rejection - Format codebase using cargo fmt
