<issue_title>Github workflow</issue_title>
<issue_description>Implement a github workflow that can be run manually or every 15 days.

The workflow must run the emeritus command by setting the --monthsInactiveThreshold 24 option.

The workflow should have the minimum permissions required:

• to create the issue
• to read the orgs data
