Temporary operational workflow only.
The workflow is discovered from the default branch solely so workflow_dispatch can run. Its build checkout is explicitly frozen at refs/tags/v0.2.1-rc.24 (2ae15ec); it does not build from this PR or main.
It uses only the MOSA release-manifest public key GitHub variable, uploads only the final Preview ZIP and SHA256SUMS, and does not publish artifacts, modify live releases/latest.json, or inject signing credentials.
