Added flash effect using home assistant FLASH_ATTR - As this isn't supported by Tapo bulbs I've built the code to turn the light on and off to flash it. Go easy I'm a beginner, so this I'm sure can be done in a better way.

Hello,
I've added the ability to flash the bulb using HA FLASH_ATTR. As this isn't built into the Tapo system I have written the code to turn the bulb on and off to create a flash effect.
I'm a beginner, and I'm sure this can be done in a better way. Would appreciate your feedback.
