Allows to disable gathering tcp candidates or enable ice candidate prefetching.

UaSettings settings = UaSettings();
...
settings.iceCandidatePoolSize = userPreferences.iceCandidatePoolSize;
settings.tcpCandidatePolicy = TcpCandidatePolicy.DISABLED;
