Switch to CTRE's TorqueCurrentFOC

  • Change closed loop output types for drive and steer to ClosedLoopOutputType.TorqueCurrentFOC
  • Retune FF gains using characterization routine
  • Retune drive and steer gains
  • Remeasure max speed
  • Measure slip current
  • Test

I retuned with the FF characterization routine and find there is still a lot of tuning to do with both steer and drive PID gains.
