Add a concise, reusable explanation of workflow-run lifecycle status values and conclusion values to help readers interpret ambiguous cases (neutral, stale, action_required) and queueing/pending states (requested, queued, pending, waiting).

Files changed:
Added: [workflow-run-statuses-2.md] — new reusable documenting status vs conclusion, definitions, notes on overlapping terms, and usage guidance.
Updated: [workflow-runs.md}— include the new reusable.
Updated: [index.md] — include the new reusable.
Updated: [manually-run-a-workflow.md] — include the new reusable.
Updated: [re-run-workflows-and-jobs.md]— include the new reusable.
Updated: [cancel-a-workflow-run.md]— include the new reusable.
Updated: [skip-workflow-runs.md]— include the new reusable.
Updated: [approve-runs-from-forks.md] — include the new reusable.

status: queueing/execution lifecycle (e.g., requested, queued, in_progress, completed)
conclusion: final outcome when status == completed (e.g., success, failure, neutral, cancelled, action_required, stale)

@ayushmank Thanks for taking the time to contribute to this project. For changes of this nature, we ask that you open an issue first so we can discuss the problem you're hoping to solve before starting work on an implementation. We also ask that you follow the pull request template when opening a pull request, to help clarify your intent. Please also take a look at our contributing docs for more info.

Since your proposed reusable doesn't fit our style guide or make sense in the contexts you've placed it, I'm going to close this pull request. Additionally, if you wish to submit anything written by an LLM in the future, please be sure to edit. A cursory glance at these shows you didn't remove the part where the LLM offered to make additional changes for you. LLMs are very good at rough drafts and not nearly as good at finished, polished products.
