Add shadcn-vue skill

Description

Add a new skill for shadcn-vue to provide expert guidance and automation for Vue.js developers. This includes support for both Vite and Nuxt frameworks using yarn.

Motivation

shadcn-vue is the primary implementation of the shadcn/ui patterns for the Vue ecosystem. By providing a dedicated skill, we enable:

• Better DX for Vue users: Automation of complex setup steps (like aliases and Tailwind v4 integration).
• Framework Best Practices: Built-in guidance for Nuxt-specific issues, such as hydration errors (SSR width).
• Consistency: High-quality component integration following the same standards as the existing shadcn-ui skill.

• Vite & Nuxt Setup Guides: Step-by-step instructions using yarn.
• Verification Script: scripts/verify-setup.sh to validate project configuration and dependencies.
