Previously, NumericalInitializer synthesized heuristic 1-way counts using estimated_total and uniform bin weights without accounting for out-of-domain values when clip_to_range=False. NumericalInitializer now splits its zCDP budget (50/50 by default via quantile_budget_fraction=0.5) between the quantile tree and a Gaussian mechanism that measures noisy counts for all discretized bins (including <OOD>), allowing TabularCodec to use the standard DatavectorQuery and eliminating the dedicated total_count_sigma measurement in TabularMechanism.
