chore(ci): add Cloud Build failure reporter

This should create cloud build failure notifications like this:

If nightly test suite run is found
--When a test suite fails
----If there’s an open issue:
------Comment on open issue
----Else:
------Create an issue
Else:
--Create an issue for no nightly tests found

Reviewer points:

1. The trigger names are different from other repos, it's prefixed with pg-
2. The events are currently set to run manually, will be set to Push to branch before merging this PR.
