This pull request updates the python team responsible for this repository from @googleapis/yoshi-python and @googleapis/python-core-client-libraries to @googleapis/cloud-sdk-python-team. The changes are applied consistently across .github/CODEOWNERS, .github/blunderbuss.yml, and .repo-metadata.json.
