Summary

merge the Hack App program stream work into one verified integration branch
preserve and reconcile the ticket normalization, Linear, env, docs, runtime/session, and team/org changes that landed across the Symphony ticket branches
stabilize the merge branch test harness so the combined branch verifies cleanly in the full suite
