Related to #339

• Fix violations introduced before Add rubocop todo file #340 is merged
• Add RuboCop to CI

Differences from other repos

ci script

• Rake task name is different than hanami-router's ci script

Not using repo sync

• I found hanami/hanami-minitest as the newest repo under this org, it uses repo sync. So the CI is seperated, see workflows dir of hanami-minitest

- rubocop.yml

Not using hanaki's cop config

• Minitest is using hanaki's config. But that points to ruby3.1
• So I kept the old centralized config, from hanami/devtools

Thanks @brkn! I think all the decisions you made here are good. We can realign this with our synced files once we work through the hanami repos in general. Until then, getting Rubocop happy is a great outcome.
