Curate wallet-relevant EIP shortlist

Summary

• add wallet-relevant-eips.md as Deckard's implementation-oriented EIP/ERC north star
• keep Final EIPs, Final ERCs from moved stubs, and a small set of de facto Stagnant wallet APIs
• mark Draft, Withdrawn, Last Call, historical, and not-actionable specs as excluded/deferred
• trim experimental Kohaku references that are not production-ready implementation targets

Source audit

Checked current metadata from the canonical ethereum/EIPs and ethereum/ERCs repositories. Fusaka-era Final Core items such as EIP-7825 and EIP-7951 were kept because Fusaka is live on mainnet.
