src/docs/backend-support-tiers.md merged today (#6365, closing #6340) and defines an explicit acceptance bar: a PR adding backend <name> states, in its body, the tier it claims per launch path and the evidence for each criterion (list parity, declared local posture, flag-honoring transcript, honest credential detection, docs rows, pinned install).
PR #6379 (muse, carrying forward #6222) is the first backend PR to arrive after that bar merged. Its body cites none of the criteria — no tier claim for pod or local path, no backend_perm_flag transcript, no posture declaration reference. The diff does touch config/backends.conf, contribute_local_mode_backend_matrix_test.go, and sandbox-isolation.md, so it may in fact satisfy much of the bar — but the bar's stated mechanism is that the PR body points at the evidence so reviewers don't re-litigate each time.
This is not a request to block muse. It is a request to make the first application of the policy match the policy, because the precedent set by PR #1-after-the-bar determines whether the bar is a real gate or shelf-ware.

#6340 was closed as completed on the strength of #6365. A policy that is not applied to the very next PR in its scope teaches contributors it is optional, and the ~12-backend accretion problem the tier doc exists to stop resumes immediately.

A reviewer on #6379 asks the author to add the per-path tier claims and criterion evidence to the PR body (T1/T2/T3 per the table in src/docs/backend-support-tiers.md), and reviews against that checklist. If muse cannot claim a confinement posture, it lands as T3 behind HIVE_MUSE_DANGEROUSLY_RUN_UNCONFINED=1 per the existing pattern.
