Update to latest Python devcontainer. The breaking changes were removal of Python 3.9 and adding of Debian Trixie. Only the latter affects this repository.

Update to latest Python devcontainer. The breaking changes were removal of Python 3.9 and adding of Debian Trixie. Only the latter affects this repository. Also bump our major version to indicate the distribution version change.
