v0.0.12: Doc/Kwalitee/logistical fixes

- Added $App::hopen::RUNNING
- Added checks for RUNNING in T::Gnu::C and T::MSCL::C so that `perl -c`
  will work on those files
- Added express `use warnings;` for Kwalitee
- Fixed POD errors
