Scope

Add a portable PAGE codec regression at the 4 MiB response cap: sixteen maximum-payload opaque items require 15+1 pages; the exclusive mailbox cursor retrieves the remainder without skipped/reordered positions. Corrupt continuation flags, positions, item lengths/digests, and wrong request cursors refuse as malformed. No production bytes or bounds changed. Record the agent-decided scope and limits in the promotion plan.

Checks (Rust 1.98.1, locked)

  • cargo +1.98.1 check --locked -p vhalla-private-relay --target wasm32-unknown-unknown: passed
  • cargo +1.98.1 clippy --locked -p vhalla-private-relay --all-targets --all-features -- -D warnings: passed
  • cargo +1.98.1 fmt --all -- --check, git diff --cached --check: passed

Local codec regression only; no browser execution, durable mailbox, independent machine or live qualification claimed.
