Upgraded htmlhint from 1.6.3 to 1.7.0 in package.json and package-lock.json. Enhanced .htmlhintrc with new rules: 'form-method-require' and 'link-rel-canonical-require'. Updated .cspell.json, .npmrc, and improved consistency in GitHub workflow and dependabot configuration files.

Code Review

However, I noticed that the htmlhint version is hardcoded as v1.6.3 in src/scripts/app.js on line 257.
