Before implementing this, we should make sure that we want to keep hw-interrupts feature the way it's designed right now on x86. If not, it does not make sense to implement this on aarch64 if it's going away

    Note that hl-unikraft no longer uses hw-interrupts, so we might want to remove this feature altogeter instead
