Per LICENCE-POLICY.adoc, only palimpsest-license, palimpsest-plasma, and consent-aware-http should use PMPL-1.0-or-later. All other repos use MPL-2.0. Changed all Mustfile and META.a2ml files in standards/ to use MPL-2.0 except for the three repos allowed to use PMPL. Also: - Added governance document templates (CODEOWNERS, MAINTAINERS.adoc, GOVERNANCE.adoc) - Added various manifest.scm files - Removed redundant flake.nix/flake.lock files - Added decision documentation - Fixed SPDX headers in ISSUES and decisions files Generated by Mistral Vibe.
