Fix review comments and add DB env validation

[google-labs-jules]

Fixed logic in setup.sh to allow skipping DB ID input.
Corrected grammar in AGENTS.md.
Replaced unsafe {} as DbClient cast in trpc.ts with a Proxy that throws on access.
Implemented zod environment variable validation in packages/db/env.ts and updated drizzle.config.ts to use it.

Note: Referenced files ObjectTableLabels.ts, LayerControl.tsx, and Map/index.tsx were not found in the repository, so no changes were made to them.
