feat(ai-agent): adapt to aionrs v0.2.2 config changes

Summary

• Update all AionCore aionrs git dependencies from v0.2.1 to v0.2.2 and refresh Cargo.lock.
• Merge the previous AionCore fixes into this branch: stop forcing a default max_tokens value for AionCLI/AionRS configs, and pass max_tokens through only when explicitly configured.
• Adapt AionCore to the newer AionRS CliArgs shape by setting default thinking and thinking_budget values on the runtime and provider-health paths.
• Update related tests and fixtures for optional max_tokens semantics.
