fix(runtime): update managed Codex ACP package

Summary

• update managed Codex ACP from @zed-industries/codex-acp to @agentclientprotocol/codex-acp@1.1.2
• validate the new Codex platform binary layout from @openai/codex optional packages
• clear legacy builtin Codex bridge args via migration 020 without relying on a fixed agent_metadata id
• avoid running CLI entrypoints during managed package smoke tests by syntax-checking bin entries
