The release version bump rewrote two historical 'alpha.15' references in
SPEC.md to 'alpha.16' — the depth-ceiling note ("3 through alpha.15") and the
extension-params note ("type-only through alpha.15") both describe behavior
before this release changed it, so they must keep naming alpha.15. Also stamp
the CHANGELOG entry with the release date (the auto-stamp did not match the
header format).

Coordinated version bump for v1.0.0-alpha.16 across all SDK manifests. Full cross-SDK gate passed locally; CI re-runs it here. After merge, run:
make release-tag VERSION=v1.0.0-alpha.16.
