fix(ci): pin Windows runners to windows-2022 for native tree-sitter b…

windows-latest rolled to an image shipping Visual Studio 18, which the
node-gyp bundled with node 22's npm cannot detect ("find VS unknown
version undefined" + ERR_CHILD_PROCESS_STDIO_MAXBUFFER), so the native
tree-sitter compile finds no usable toolchain. A node_modules cache was
masking this on main; it surfaces on any cache miss (e.g. dependabot
lockfile bumps #292/#293).

Pin the Windows legs (ci.yml matrix + release.yml package) to
windows-2022, whose VS2022 node-gyp supports. Bump the core-ingestion
cache key to v2 to drop any partial node_modules saved by failed runs.

Temporary: drop --silent on the nested core-ingestion npm ci and force a
fresh install so the masked MSVC failure on windows-latest is visible.
To be reverted once the real build fix lands.

* ci: revert diagnostics (re-silence the core-ingestion install)

Restore `npm ci --silent` in build-core-ingestion.mjs and drop the
IX_FORCE_INSTALL probe now that the windows-2022 pin is confirmed to
compile tree-sitter green.
