SC collectives don't support subslices, which also implies SC embeddings don't support subslices. The number of devices participating in a collective needs to match the requested topology size. Skip tests if the topology contains more devices than we need. The test base still needs to be modified to launch with different topologies. PiperOrigin-RevId: 748176378
