docs(readme): link changelogs to latest per language

Description

En cherchant le changelog depuis le README, je suis tombé sur celui de la 4.4 et j'ai cru un moment que c'était la dernière version.

J'ai mis le lien français sur la 4.6, et l'anglais sur la 4.5 : c'est la dernière qui existe en anglais, la page 4.6 anglaise n'est pas encore en ligne.
