add dl2q instance type

Kindly requesting a review of the added support for the currently missing Amazon EC2 DL2q instance type, powered by Qualcomm AI 100 Standard accelerators (dl2q.24xlarge).

Not tested, as it just adds the missing instance type.

I believe that past additions to the supported instance types has been done by using a newer version of the AWS Java SDK. Refer to comments in https://issues.jenkins.io/browse/JENKINS-72589

Hi MarkEWaite, thanks for the clarification, yes, we have successfully managed to update the AWS Java SDK and with that get the required instance type in ec2 plugin template configuration. Closing this PR. Thank you.
