Adds the TechLabel component spec (packages/dashboard/design/components/tech-label.md) for the external Figma designer and links it from DESIGN.md, continuing #977–#994.

TechLabel has no cva; tone (inherit, muted) is declared own: — the color comes from the parent or a call-site class. The spec lists the size and weight a label picks up from its row, and the mono text set by hand without TechLabel; two of those (the Settings bundle ID, the QA session OS version) are drift from DESIGN.md's rule and are marked so. DESIGN.md's Monospace row now says the face is variable and renders at 500 in medium rows.
