Створити machine-readable таблицю observed functions/operations: canonical/domain identity, semantic/local ID, authority owner, source contract/registry, observer projection, surface/display, status, witness. Display spelling не є identity; missing authority mapping fail-closed/unknown, а не guessed.
Acceptance: observer derives projections from authoritative tables; no duplicate semantic facts; drift/mutation tests; standalone та embedded observer semantics не розходяться.
