Rework project around external parser and importlib"

• Basically re-write from scratch to use inspection & external docstring parser library
• Add pre commit and codecov configuration
• Rename pre commit configuration
• Remove travis ci file, add github actions
• Remove scripts directory
• Add environments for multiple python versions
• Rewrite to use external parser, importlib
• Apply linter
• Default to not include private memebers, other than init
• Add additional unit tests
• Remove version file from git tracking
• Lint
• Refresh lockfile
• Add codecov upload to CI
