This PR adds docs/RFC_PERFORMANCE_OVERHAUL.md in response to the user's request for a solution to performance bottlenecks caused by the current Singleton/Document-based storage architecture.

The RFC details:

  1. Analysis: Identifies O(N) scaling issues with Snapshot, Encoding, and Network traffic.
  2. Answer: Confirms that full snapshotting is not inevitable.
  3. Proposal: Recommends transitioning to SQLite (backend/local) and implementing Delta Sync to achieve O(1) write performance and drastic network reduction.
  4. Mitigation: Suggests a chunked file strategy as an intermediate step.
