Prepares ArcPlay for a controlled production payment activation without moving real funds yet.

Real mainnet payments remain disabled by default. No self-transfer flow is promoted to production and no funded transaction is sent by this PR. Activation requires production environment configuration and a separately reviewed payment implementation.
