Add a new job to run blktests with a loopback device on a fault-injection kernel for the chromiumos tree.

LGTM (that is, once the rootfs URL has been updated to the final production rootfs ofc)

To distinguish between regular ltp tests and ltp fault injection tests
on the KCIDB dashboard, set the kcidb_test_suite to ltp_fault_injection.
