Adds the 0.1.0 package: src-layout Python package with CLI and module entry points, 13 core defect classes across structural, link, and consistency checks, test suite with 21 lint fixtures, sample configuration, CI, and a tag-triggered PyPI release workflow using Trusted Publishing with build attestations. Replaces the placeholder README with the package README.
