fix two env variables so that tilt can substitute them

• Removes defaults for CONTROL_PLANE_MACHINE_COUNT and WORKER_MACHINE_COUNT from the templates so that tilt can set desired values to these variables at

  . The values for CONTROL_PLANE_MACHINE_COUNT is fetched at
