What type of PR is this?

What this PR does / why we need it:
This GEP proposes to add a new field HTTPCookieMatch to HTTPRouteMatch.

Moreover, a new match type List is added. Matches if the value of the cookie with name field is present in a list of strings. This match type List can be applied to serving HTTPHeaderMatch and HTTPQueryParamMatch as well.

Which issue(s) this PR fixes:
Fixes #2891

Hi @lianglli. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Hey @lianglli, thanks for writing this up! We're currently very focused on getting v1.1 out the door, but once we get that release out, we'll make sure to spend some time reviewing this GEP.
