test(ova): Re-enable CI for photon-5 OVA builds

This changeset re-enables the photon-5 CI builds for OVA

Related issues

• Fixes rockylinux-8 and photon-5 OVA builds are broken #1881

Additional context

Photon team had hardened the OS and changed permissions for the /tmp resulting the issue. The changes has been reversed now and hence the CI builds for Photon-5 should proceed smoothly.

I'm waiting for a github.com member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
