feat: improve vended credentials distribution

1. make sure all the places pass namespace_impl, namespace_properties, initial storage options
2. make sure LanceNamespace is cached to avoid repeated initialization

Pending: initial storage options could still expire within driver. Ideally the dataset.storage_options() directly give the currently valid storage options to use. This is WIP in lance.
