So the lsp can detect proper runtime and provide info for init.lua
Recently, nvim-treesitter went through a refactor. What used to be `configs.lua` is now `config.lua`.

There are a few bugs caused by some things being outdated--namely nvim-treesitter and lspconfig. Fixed these up (check detailed commit msgs). Also created .luarc.json.
