chore: Add conventional commit check to PR title

I'd like to create changelogs from the commit history. Standardizing on PR titles will let us reuse the tooling around conventional commits.

1. I'm in favor of this - are you still wanting this?
2. We can enable it via github-mgmt like rust-libp2p and js-libp2p

I am in favour of trying this of N(=3?) releases and then reviewing once we have some experience.
