This PR makes two related housekeeping changes:
.github/workflows/automerge.yml— sets theMERGE_READY_STATEenv var to"clean,has_hooks,unknown"on theautomergejob, so that PRs with branch protection check stateshas_hooksandunknownare still eligible for automerge alongsideclean..github/workflows/repo-init.yml— adds a newCreate dependencies labelstep to thecreate-labeljob so that thedependencieslabel is created automatically alongside the existingautomergelabel.No other changes.
