The worker sends the queued payload bytes to the backend as is, so it no longer decodes and re-encodes every prompt. First PR of the payload stack from load testing #452 (report).

Release note

Breaking: `api.Request.ReqPayload()` returns `json.RawMessage` and `RequestMessage.Payload` is a `json.RawMessage`. Callers that built a `map[string]any` payload marshal it first.

The worker forwards the queued bytes instead of re-encoding a map, and parses the payload for the span's model only when the span is sampled.
