Address #164
Uses two Sphinx extensions:
breathe: allows us to have Doxygen documentation (C++) and Sphinx (Python) at the same time
exhale: leverages Breathe to brings all the Doxygen content and convert it to reStructuredText documents so we can have it the same format.
Fix all the warnings in C++ and Python documentation (maybe in another PR)
